Can I borrow more money if I already have a federal student loan this semester?

I already taken out money and got a federal student loan this semester to help pay for my books and tuition now I need a little more to buy a new laptop and to put a down payment on a car because mines is unfix-able. Is this possible? and my credit is not to good.
